“We will start the construction by the end of this year, earlier will be November latest will be December of this year,” Tugade told CNN Philippines.

Tugade also said a railway institute will be built as a training center for future workers, and officers of the subway.
The transportation secretary said the first three stations that will be constructed will be at Mindanao Avenue, Tandang Sora, and North Avenue.
Meanwhile, Tugade said he wants the subway to be partially operational by first quarter of 2022.
